The amount of water that you use affects the cure time slightly, but not usually by a significant amount of time. The more water, the longer it will take for that water to evaporate, which is part of curing. While you can discount the water, reduce the water, you can only do so to a certain extent or else the lye bath will be too concentrated. Usually it is recommended that you never use less than 1.5 x's the lye weight, but really, I feel that 2x's is the lowest I would go unless I was doing an all olive oil. Often times, the lower your water, the less time you will have to mess around with your batter, so less coloring and swirling time. Discount is just a way to say the amount of water you didn't use. If the calculator has 36% water as its default "full" water, then you use a discount, you simply didn't use the full amount. ETA: Depending upon how much water you discount, the soap may be harder initially, as it comes out of the mold, but other environmental factors also affect the time needed to cure (humidity, air flow etc.).
