Now I have the opposite problem as my shampoo!

I'm in the process of making a bubble bath recipe from "Making Natural Liquid Soaps". I reached the point of getting the soap clear in water, and diluted it last night.

I used a 40% soap ratio so it would stay thick (15.75 oz water in 28 oz paste), but when I woke up this morning and looked at it, the paste only very partially dissolved. I now increased the solution to 35% by adding another 5.4 oz of boiling water.

How do I troubleshoot this?
